In addition, the writer Carlos Walker Martínez, according to what he recounts in his work Páginas de Viaje, that it was too risky to oppose Melgarejo in a drunken state, in which it was recurring to hear his speech about wanting to go to war against the Peruvians and the wishes of reconquer the southern Peruvian territory that Ballivián returned to the Peruvian government after the war between the two countries in 1841. Aniceto Arce, a member of the Liberal Party, who after assuming the Vice Presidency of Bolivia and from this position, would come to explicitly proclaim his adherence to the interests of the English capitalists, as well as his anti-Peruvian stance against the war. In a statement he would affirm that "the only salvation table for Bolivia was that it put itself at the forefront of the Chilean conquests".
